my take on it has ALWAYS been that the fucker got drunk w/ the chick, went out driving to a cool beach spot to park, and most likely bang her, ran off the road and into the goddamned water. realizing he fucked up in a major fucking fashion, ditched the car (and girl), and hoped for his name to remove him from any questioning. smug? you bet. dirty? shit yes. intentional? please.

Ted Kennedy was a lot of things--most of them shitty--but he wasn't a murderer, and you're a fucking moron if you can't make that distinction.
