The Gates Foundation is how Bill Gates gets away from paying as much taxes to the gov.

For all we know, if it wasn’t for the deduction for charities, Gates may not have set the foundation up, or perhaps wouldn’t be as generous with it.

Yes it does. Money he gives to the foundation he still has control over. If he instead was forced to give the money to Congress as taxes, his money would then be under the control of people he probably finds reprehensible.
