Not with the amount of complaints that would end up getting turned in...and how they would be filled out. I work with a ton of lower income clients who can barely read and write as grown adults. You need a professional to get most of these stories out correctly. With the method you are proposing, a perfectly good complaint would get thrown out or ignored because the complainant might be illiterate or didn't tell their story properly.
And I assure you there would be way more complaints if you could do it this way. It would not be more efficient. The system (as flawed as you might think it is) weeds out a TON of bullshit. Hell...sitting down with attorney stops 80% of lawsuits/complaints in itself. Having someone who is knowledgeable in the field tell you exactly what is going on, clears up a lot.

I've already said that there are bad/stupid cops that do dumb things/make mistakes. That doesn't mean you need to overhaul the whole system.

There's a difference between saying something like
"I don't want to provide my name because I have no need to and you have no reason to know it." Or just "No thank you." or whatever.
and
"uhhh.......I don't wanna tell you my last name. Why? Oh, no reason." Then turn, and slowly exit the building without saying anything else. Or "I'm not tryna get into get into stuff like that. Also, I don't have a license." and all the sudden have no care at all about filing the complaint you wanted to file.

Me: I was told I could come back now to pick up my property, and I'm here. Now you all are telling me that my property is locked up, and I will have to come back later. When exactly can I come to pick up my property?
Cop: I don't know. Tomorrow maybe. If you don't like it, here's a complaint form that you can fill out. *walks away*
I guess he trusted me enough to fill out the complaint form. Complaint form... not police report.
