A few things to note: being an 11-13 seed now also brings with it the potential handicap of playing an extra play-in (yeh, I'm not calling it a round of 68 or a first round game)

There seems to be little difference on a team's overall win% given their being a 9, 11 or 12 seed, but the 11 & 12 seeds have a significantly higher 2nd round winning percentage. While the 8 & 10 seeds have the highest overall win%, the 10 seeds having a 2nd round win% over twice as high as the 8 seed's

I think it's far-fetched to say a 13 seed is better than an 8 or 9 seed, but I don't think it's a stretch at all to say that a 10-12 seed is more beneficial for a Sweet 16 run than an 8-9 seed is
