I guess its to prevent forwards from charging the goalie at fullsteam and recieving the ball for a shot.. Which in most peoples opinion would made soccer watchable..

I wish they would incorporate a hockey type offsides and paint 2 extra lines on the field.. That would def. open the game up some.
