What the warning means is prepare yourself to be able to take cover... if you start hearing the sirens or do see one close to your house (either yourself or on the tv), then you take cover. The warning is just telling you to get you loved ones and animals inside, get your emergency kit (which I'm willing to bet only 5% of the population has, myself not included), and pay attention and be ready to get in the bathroom/closet/whatever your safe room is.
