i doubt its a joke, it's actually not a bad idea as the current policy seems to be allowing the taliban to regain stregnth. Counterintuitive, but at this point, we have to think out of the box. It's not illegal to play poker with your friends.
What IS illegal is to rake $100,000+/year from poker games while renting out warehouses and breaking all kinds of alcohol distribution laws.

I can understand them not mass marketing heroin but damn.. there is really NO reason marijuana should be illegal. It has far less negatives than alcohol but the average stereotypical American hears weed and thinks it's some fucking insane terrible drug that ruins peoples life's...it's fucking horse shit. ^^^ I would say that's accurate in an idealogical sense. However, I wouldn't say that many politicians, be they Democrats or Republicans, would be very willing to openly encourage a decrease in Drug War spending.
Of course, I don't think very many politicians would be willing to encourage decreased spending on a lot of other governmental policies either. According to North Carolina's laws, something of value must be bet in order to consider it gambling. The law states, "any person or organization that operates any game of chance or any person who plays or bets on any game at which money, property or any other thing of value is bet, whether the same be in stake or not, shall be guilty of a Class 2 misdemeanor."
