how about this:

TWW implements a 3-strikes-and-you're-out policy

If the same person is caught with three aliases because the previous screennames have been suspended, that person would be banned from creating any more user names. When an alias of that person is discovered, that alias will be banned. Hell we could even do 6-strikes-and-you're-out and ChanceType409PartisanHate would be suspended

That would cut down on the repeat offenders and let the people who have only had 1 screenname their entire time on TWW be able to do their thing
