But the rental agreement is made with the tenant and the HA. I highly doubt the rental agreement says "this property, since it is being paid for with public funds, is actually the property of everyone, therefore you must allow anyone who wants to stay here in." Do you understand the process of renting a place? Yes, the gov. pays for it, but the gov. isn't a loan shark that you now owe a favor. It is a gov. program designed to help you, practically a gift to the person.
