Dogs are cute and will love anyone. They can only be bad when people train them to be. People can choose to do whatever they want. Why is this a discussion? Humans dont care about others overly much because they are just competition. Dogs are a useful tool and companion.

Unfortuntely, most of the homeless go home at night. Especially the ones that look somewhat nice panhandling. So I stopped giving out money long ago due to lazy people who rather beg for money than work.
