there was a clue you may have missed

the hot foreign intelligence terrorist helper girl said something like "i thought there were some things you couldnt fake", in regarding her relationship to the german.

I bet she knows of Jack Baur and his personal relationships (shes cautious by nature remember)\, and so its a tit for tat type of deal and shes just spreading confusion among the enemy Sun Tzu style.
