i think if a coach or AD or somebody publicly criticizes the officials they get fined...I don't think players get fined for remarks like that but its frowned upon

then you have guys like Roy Williams who say "I certainly don't want to criticize the officials but..." ala "no disrespect, but..." to circumvent a fine

for what its worth, a lot of the non-State non-Duke neutral guys on sports talk radio today have said they thought there was bad officiating that mostly favored Duke
