I've never seen a pk like that before, it just seems a little ridiculous that you can come to a complete stop, fake the shot, then shoot it after the goalie dove. People always give C.ronaldo shit for his stutter steps, but that pk is way worse.

I think it's entirely up to the referee to determine if he was completely stopping or doing a stutter step a la Ronaldo and if it's a complete stop that's allowed, it usually isn't right up on the ball like that

goalies have zero chance at stopping penalties if everybody stopped like that
