No one will ever implement what you just described because it's smart and makes sense. One thing that you have to learn is to never place too much faith in humanity. Yea? Take a trip to my house in the HSP and see how shitty it looks at the moment, with huge patches of dirt where grass was earlier this year. Not watering it allowed the crabgrass to take over in a MAJOR way.

Both tall fescue and bermuda are reasonably drought resistant. Generally it will go dormant but not die, unless it is getting a lot of wear and tear.
^^^^^^The use of greywater for irrigation purposes could be explored as well (further study is needed on this). It seems wasteful and unnecessary to use drinking-grade water for irrigation.

A lot of the grass that I planted last fall is officially dead, but the grass that was well rooted is doing fine.
The drought actually killed a huge patch of clovers that was growing in my front yard while leaving the grass around the clovers intact. I seeded where the clovers were and I'm glad they're gone. They were really taking over the front yard. 10/26/2007 12:07:19 PM |

It was fine after I cut the grass, but the clover grows much faster than the grass. Under normal conditions where I might cut the grass every 9-10 days the grass would be short and the clover was 6" tall. It'll be nice to have it all the same length.10/26/2007 4:12:42 PM |

I decided to be a hippy today and spend a whopping $7 on a lower-flow shower head with one of those lather shutoff valves.
Also, not sure if anybody mentioned this yet, but in a lot of cases if you run full dishwasher loads, it's more efficient to use the dishwasher than it is to wash stuff by hand. It's really useful if your washer has an energy saver feature, or if you can turn off the heated dry function too (save water and reduce your potential electricity usage).
Honestly the biggest savers are probably going to be lawn watering and some of the more grievous personal hygiene habits like the shower lathering thing I mentioned. I just realized I was spending so much time standing there and trying to get my damn skin/hair/whatever clean that it was wasting water. Not everybody has to spend so much time in the shower when washing, but hey, I thought I'd throw that out there.
Also: Older way to reduce the amount of water your toilet uses when you flush, just fill the tank up with weighted bags or airtight containers you never want to use again. It'll reduce the actual amount of water used by your tank. Care needs to be taken to make sure you don't make things worse by preventing the toilet from flushing correctly, though...
Of course there's the other things you can do: Fix water leaks, fill a cup with hot water for shaving (razor might get dirty but it's not awful), consider cooking food that doesn't require boiling water (maybe just buy those pre-done stirfry frozen food bags instead of making noodles from scratch), if you must wash your car use a bucket and a sponge and do a quick rinse before and after (or use the power wash carwash facilities that have the little sprayers).
It also doesn't affect anything you'd be doing locally, but try consuming fewer beverages that are put into cans or plastic bottles. That stuff uses a sizeable amount of water in the manufacturing process as the cans are washed, etc. You could also probably reduce this effect a bit by buying stuff more in bulk (see if you can find some place that has those 3 liter bottles and refill your own water bottle with whatever soda you like or something).
