That was just completely fucked up to begin with. Should have been called a goal on the ice. The rule was "clarified" at the last GM meeting to do away with the "distinct kicking motion" part. It is completely legal to kick the puck in now as long as your skate does not leave the ice. It seems that half the officials got the memo and half didn't.

No big deal this time I guess; they got the goal anyway.

Truf. Look, I make no bones about the fact that I dislike the Rags but I don't see how what he did was wrong. I think this knee-jerk reaction from the league is unwarranted and silly. But I do see how a player can get seriously hurt with their back to the play with D-men taking slap shots or Joe Sakic's godly snap shot. I laughed my ass off at what he was doing up until the point he scored that goal.

it wasn't a rule change

it was just a clarification of the rule, technically they could have called a penalty (i think)
