The ball wasn't but around (I'm guessing) 10 yards from the rough. The bounces went somewhat parallel to fairway.

doesnt matter how far off the hole you are

if he was out of bounds he'd have to re-tee off as his 3rd shot
if he was in a hazard/penalty area THEN he drops but he wasn't
