Considering the janitors never told anyone what they saw, I'm not sure how that incident would qualify as a cover-up nor am I sure that Paterno would have known.
Sandusky was investigated by campus police and the Pennsylvania Department of Public Welfare (i.e., child protective services) in 1998, with involvement of the county DA. How is that a cover up?

The police launched a 6-week investigation in 1998. It culminated with Sandusky apologizing to the mother of the boy he showered with, while police listened on. The AD and chief of campus police had intimate knowledge of the investigation. Do you really believe that Joe Paterno was completely in the dark on the whole thing? Really?
That doesn't even touch on the 2002 incident, where he conveniently ran straight to the 2 men who covered up the 1998 case.

So the grad assistant and his dad didn't tell Paterno anything? That right there is enough. If I were Paterno I'd wonder why the guy wasn't being led out in cuffs. That day, a day later, a week later, a month later, years later... the guy was still around. Gotta pick up a phone at some point because if you don't your an accessory.
I guess the Paterno defenders will try to claim that the grad assistant and his dad didn't get into specifics or that they were extremely vague. I don't know how vague you'd have to be for Paterno to not take it serious... but take it just serious enough to report to his boss?
Yes, this is pure speculation here, but given the reaction by the administration in allowing this to go on for over a decade and the mentality of the mob lined up in front of Paterno's house I'd go so far as saying that Paterno knew everything and everyone surrounding him is more than willing to take the bullet for him if it means preserving the program. Pure speculation, but that's one perception that this whole affair is creating.
