The way I see it, when looking for a new settlement location, you want:

- Pressure
- Temperature
- Gravity
- Sunlight

And probably mostly in that order. The burden of maintaining pressure vessels to live in is astronomical, almost prohibitive. The proposed moon base on the south pole of the moon would have gravity and sunlight. That's basically it.

A base on Europa could have pressure and maybe even temperature. Mars could have the pressure if we did the first steps for terraform it and temperature soon after.

Living under the sea is dumb. Waterworld is the future.

Funny, I don't see any machine gun turrets on that pipe dream. Not that they would matter since you'd actually be facing attack from a major nation's navy for tax evasion.
