Depending on the specifics of this program, that would be great (and as long as any adjustments made by the taxpayer are properly handled, and the process clearly states that adjustments can be made). Never heard of this and sad that it has never passed.

I routinely owe about $5-600 at tax time. I've heard you can get a penalty for owing every year. Is this true and do i owe enough to make that cut?
