He really didn't say anything that was too harsh. He said he thought the reprimand was weak. He said he thought it was wrong that the ACC was standing behind an official instead of standing behind two ACC greats. He said that two ACC greats were embarrassed and wronged and that they didn't deserve that. The worst thing he said is that he thought the official shouldn't have "rabbit ears" like that during a game.

I loved it. Sure he's pandering to his fanbase, but he's hyping up the fans (and presumably the players in turn), and he did so without saying anything too pointed or negative. The ACC won't have a leg to stand on if they try to ding him for this, and Yow won't have anything to say because she agrees with him.

I thought the rule extended to the conference in general. "Officiating" being used in a broader sense.

Either way, it'd be a pretty horrible PR move to go after Gottfried for something that probably wasn't meant for the general public. Particularly if they do more than simple issue a matching reprimand.
