I'm sorry, but I don't have a problem with the war. I wish every penny I paid in taxes went to the war. I wish I would have joined the military a few years earlier so I could have played part in it.

Anyway we can also quibble on the interpretation of that sentence. It says "the general welfare of the united states", not "the general welfare of the citizens of the united states".
Here's another Jefferson quote that may help illustrate my point:

The major recipients of social security are people of retirement age and people who have become severely disabled for one reason or another. Not exactly a group of people I would consider by and large deadbeats. I'm not even entirely sure anyone outside of those two groups are eligible to collect. And even if you are, it's a HUGE pain in the ass to get the money and there's a good chance it will be years before you actually start seeing it. It's not like you can just walk into the office and go, "Yo! Give me money!"

As far as Medicaid is concerned, 59% of those enrolled lived in one or more income households. And just because you're poor doesn't mean you get to enroll in Medicaid. You have to fit a certain number of guidelines. If you don't, you're SOL.
