It is not true. Such social programs shockingly tend to miss out on helping the worst off among us, instead granting subsidies to the comfortable that would do fine without them. It is only local and private charities that tend to help the homeless or outcast. Welfare and such subsidies require you to already have an address and fill out paperwork, hard for the uneducated to do. It also tends to be oddly area dependent, so a lower-middle class household living in a rich neighborhood qualifies, but a poor household in a poor neighborhood does not.
So, no. You cannot rely on your tax dollars to care for those less fortunate than yourself because the government tends to fuck up whatever it tries to do.
