I don't know what solution has been chosen, but making all active users pay ~$5/yr is the easiest and fairest way to go about this. No one will miss $5/yr, as opposed to some people paying $10/month. If people want to volunteer, that's up to them, but it would be fairer to levy a small fee on all.
