Note that the "raise" column is relative to the 2012 schedule. Here's the 2010 schedule, which had teachers making over $35k by their 5th year:

There's way more involved in a decision like that than merely pay. The connection to "family" isn't just for sentimental reasons. If you have kids, for example, family can be a significant source of free or very cheap babysitting (which can be up to $10k + per year of expenditures). You also have to consider families with inheritances, moving away can compromise any access you have to accumulated family wealth. "free" houses, cars, land, etc. isn't a trivial thing to look past. Being in an area where you have accumulated friends and connections (that could lead to new jobs or whatever) is also important. Not to mention that in a country of 300,000,000 people, it's unreasonable to just tell everyone to get up and move for every little thing. Plus, college education is really cheap in NC compared to other places.
It's in the public good too to fight for better, more fair pay scales, and the people best equipped for this fight are the ones affected.

I didn't say everyone in the country to move. We are talking about the 100,000 NC public school teachers that are free to move to another State for higher pay.
