I'm assuming most of those teams rolled over a bunch of cap from last year so they have a higher salary cap this year. That or they have no players signed.

But to answer your question the Panthers are never on that list but also never good because they are incredibly poorly managed.

Had to search for what this was referring to, but honestly i am shocked that it's just Steve Smith cheating on his wife. I would have expected more (less) from him.
