The SEC doesn't allow artificial noisemakers in SEC stadiums.

MSU is fined for every game they use them (if they are noticeable). But it doesn't seem to be imposed very often.... or it clearly isn't enough. It's annoyed LSU fans forever but people usually didn't care because the bulldogs always were terrible. But now that theyve gotten better it has become a bigger issue and really creates an unfair competitive advantage considering all other schools follow the rules about artificial noisemakers. I know from experience that when students enter the gates at LSU, any item like that would be taken away.
