I don't understand why on review the moment the ball touches the ground is where the clock is frozen. The refs, not the clock keepers (unless I'm wrong, someone correct plz), are the ones that whistle the play dead. And if the ball hits the ground at 1 then there is obviously going to be a small delay from the time they see it hit, to the time they wave their hands, to the time the clock keeper reacts and stops the clock.

See Nebraska-Texas in the Big XII title game last year. They always review those at the end and try and reset it as best as possible.

Shouldn't the clock remain running after the penalty?
UNC tried to spike the ball, but that play never actually occured becuase of the 26 "men" on the field. Shouldn't they get penalized 5 yds and then the clock start with 1 second?

I'm no ref.... but if you have 17 men on the field, throw a 40 yard bomb...they don't let you keep the 40 yard bomb and just back it up 5 yards from the end of that play. The 40 yard bomb doesn't count
That's effectively what happened there.
The spiking of the ball occured on a play with a penalty on the offense. Thus, it does not count...no? Shouldn't the clock remain running at the live ball whistle, then?

I don't really have it in me to draw this out since I'm tired... but look at it like an illegal motion call. If it's a running play that stays inbounds the clock runs on the restart. If it's an incomplete pass, the clock will be stopped on the restart.

If the play goes off with 12+ men on the field, the ruling should be illegal participation instead of illegal substitution. Illegal participation is a 15 yard penalty.
So basically the refs fucked up. You can either have a stopped clock and a 15 yarder, or a dead ball 5 yard penalty with the clock starting on the refs whistle.

Thinking the same thing. I just don't understand the ruling. Based on this, if an offense has 0 TOs at the end of a game, they can just run an extra man on the field so they can get a stopped clock and give up only 5 yards?

2) Why did the referee not stand over the ball at the end of the game and not allow Tenn. to substitute players when UNC was allowed to run a substitution?

1) The refs said they were buzzed prior to the ball being snapped...they threw a flag and then said there was no penatly, but they were buzzed to review it.

No. The refs misapplied the rules. Should have been a 15 yard illegal participation penalty since the play wasn't blown dead before the snap (illegal shift would have been declined).
Had the refs blown the play dead and called illegal substitution, then it's 5 yards, but the clock starts on the ready-for-play whistle.
