There are two parties involved in that quote
The enforcement staff = NCAA investigation staff
The COI = the part of the NCAA that actually determines punishment

Apparently the enforcement staff didn't think the COI would be interested in the allegations of improper academic assistance (I have no idea why) and so the 2nd Notice of Allegations was presented that really didn't take in account all the paper classes because UNC said it was an academic problem. The COI corrected the enforcement staff and said they'll consider the allegations of all the sham classes.

Same here, it's easier to understand in the context of the article.

The NCAA is trying to explain to UNC why the second NOA is different from the most recent NOA. The enforcement staff apparently writes the NOAs and the COI staff are like the judges, hearing appeals, etc. they are claiming they left many of the academic shenanigans (MBB and FB) out of the 2nd NOA because they didn't think the COI wanted/could punish UNC for that. COI is like "nah, we should probably take care of this," and now the NOA is back to where it was.

I want to see UNC eat shit and die as much as the next guy, but it's pretty clear that the NCAA is kinda stumbling through the dark and their process is shit.

I don't see why it's taken over five years to punish a school which admitted to serving up fake classes for almost two decades, either, but that's the NCAA for ya.


Having said that, I can see why UNC might be a little miffed. Why the heck did it take this long to release the "corrected" NOA? I mean, I would think the COI would have seen it before it went out and said something, or would have said something shortly after it went out like "Hey, where did all the bad shit go?"

I have no idea how to even begin to look for it, but I'm pretty sure there was solid evidence/quotes that this lady was/is a diehard UNC fan, to the point of treating players like sons and crying/staying out of work the next day after a loss.

If those things are true, she'll do whatever UNC tells her.
