is there anyway there could be a little dialog box at the bottom where a moderator could explain to the person (when they get the PM) why their thread has been moved (and possibly locked)?

i think it would eliminate the whole process of the user PMing the moderator asking why it was moved and then the moderator having to explain. if the user sees originally why the moderator moved the thread in the PM, at least the user would have an understanding before going off on the moderator

is this possible?

I've posted suggestions for a Move With Redirect function before, but they've apparently been ignored. What I'm wondering is why it'd be so difficult for you to just PM the person when you move the thread.

You can always post something in the thread before moving/locking it.

That's why I usually will lock the topic before moving it to the Trash Bin.
