i think it is the same for everyone, with only 1 thread per hour.

i wish it had been per section, but i imagine there's something with the flood/code that made that happen

it will do a couple of things:
1) cut down on parody
2) cut down on the multiple create/abandon method
3) force people to be a little more creative and thoughtful if they can't just SPEND SPEND SPEND
4) force people to use bttt instead of posting the same thread over multiple days

Can you configure it for 8 threads/day, rather than 1 per hour?
