How do you become one? What exactly do they do? Are they employed by the webmaster or is it not a job? I have no idea what the hell these people are for.

That's completely untrue. We're more like bounty hunters. We get paid $250 a head for suspending users. If it's a premium user, we get $350. And if they're terminated, it's a cool half grande.
