DHS was supposed to consolidate a large part of the law enforcement aspects of the government into a larger singular organization in part to improve communication and in part to remove redundencies.

Enforcing copyrights and IP is the work of the companies.
But the US Govt. is a slave to the companies...which is not peculiar considering that the companies *donate* billions to the 2 parties to get their beloved senators elected.
