What juristiction do the following police agencies have and what are the differences in what they enforce?

RPD, State Police, DMV Enforcement, NCSU Public Safety, and County Sheriff's office

there seems to be a lot of overlap...

There is a lot of overlap. If they were smart, they would organize themselves to best protect the public. For example, State Police and County Sheriff's would stick to the rural areas, probably concentrating on motorways.

RPD would stay off Campus, the DMV would stick to monitoring trucks, and the NCSU Public Safety would... well, you get the idea.

Legally? Nope, a Police Officer of any authority in North Carolina, State, Charlotte, Raleigh, or Wake Police, can arrest anyone within the state of North Carolina. They merely ask that upon arresting you outside jurisdiction the officer must contact the nearest authority to either: hand you over, request permission to remove you, or set you free because you committed no crime.

This is how I understand it.
