How many times has the US accepted foreign aid before?
True that in economic terms, all the foreign aid coming in translates to reduced American aid to these countries...but still
Now you have countries like Iran proposing sanctions relief in lieue of more oil.

The impression I get is that we're accepting foreign aid not because we truly need it but more out of politeness to the countries we like (thus our spurning of aid from those near the bottom of the list).

That's not generosity, that's simply Iran trying to take advantage of the situation to offer a trade (and a reasonable one at that... I always thought the sanctions on Iran were silly).
