DS9 had some really bad guest\recurring actors, especially in the first season or two.

Bareil(sp?) was awful.


But its easily offset by the good ones.

I have to admit, I have not seen the entire TOS because I can't stand the terrible acting and bad stage sets of the time so I can't comment entirely on whose the worst trek actor in that series.
