i cannot browse the web with it; firefox will not even open up.

Try starting it in safe mode:
Start Menu > Programs > Mozilla Firefox > Mozilla Firefox (Safe Mode)

i don't understand this prob.
i did a full system virus scan, adaware scan, reinstalled firefox, and still no cigar.

when you say reinstall, did you just run the install program again, or did you uninstall firefox from "ad/remove programs" then run the install program? try deleting the cache files as well.
