I wanted to get a DVR to record some time to a harddrive or to some dvds, by looking at the price of the good ones turned me away from that. I wanted to see the recordings on my computer monitor(I have a cheap tv, my monitor is a lot better than it).

Can anyone suggest a well priced(around $100 hopefully) DVR or maybe a tv tuner that will let me record television?

just get a video card with video-input and hook up your dvd player to the gfx card

if you go the tv tuner route, get a hauppauge 150

Unless youre receiving digital signals with your TV tuner, analog TV is going to look better on your TV than your computer...that TV would have to be 25 years old and black and white for it to look worse.
