I don't think it's a good thing for older folks to sleep with fourteen-year-olds, but I'm not sure t3h gubment should be involved. Anything more than a slap on the wrist as punishment certainly seems excessive. Young teens are people too, and often they want to have sex. Calling them "victims" in cases like this is questionable.
