Societies have been putting leaders and historical figures on money for thousands of years. Why is it a conspiracy when we do it?

It doesn't have to be a conspiracy. I'm sure they pretty open about why they did it (to inspire good national feelings to counter the fear of the looming Soviet threat). That doesn't mean it isn't propaganda.

propaganda has a pretty interesting etymology

the negative connotations that it has today are largely the result of disparaging remarks made by American politicians alluding to Catholicism

a long ass time ago the Catholic Church established a ministry of propaganda to disseminate their ideology - missionaries

prior to this usage of the word it had simply been a latin biology term
