WEP cracking is pretty much script-kiddie territory. There should be lots of good guides on Google.

Yea, I noticed this already, but I figured people here that have done it can boil down 10-20 minutes of browsing through web pages into a "best" app and I can isolate on reading about that. Win32 based would be nice so I don't have to install cygwin.

I have no problem with it. WEP is nothing more than a false sense of security, and nobody should use it anymore.

Discussion should be ok. The rule is you do it only on your own private home network though. Lots of nice things you can do on your own private home network they won't let you do elsewhere.
