#1 - you probably will get the most money out of transportation. The one thing they're actually fair with (or were in decemeber at least).
#2 - Check out the parking map however, a DC permit is good in E F and S spots I believe and *maybe* DD. Regardless, the Cent. Deck does include DC in the acceptable permit list.

doh, I never knew that...looks like there are some places to park around centennial with that pass.
