ive been trying to delete a file/program off my computer but every time i try, this is what shows up

Cannot delete semanticInsight.exe: Access denied.
Make sure the disk is not full or write-protected and the file is not in use.

its something i think a pop up just came inot my computer, cause there are wods underlined everywhere and it takes me to some pop up looking place when i click on them

how can i delete this

boot into safe mode and delete it there

start -> run -> type "cmd" and press enter

at the prompt type "format C:" and press enter
