i think that's great, but it makes me question what exactly it means. Does that mean that any city in florida could technically make public nudity legal? That would be hilarious.

No, this is refering to nudity on private property, such as strip clubs and bars. Public nudity is still subject to controls (when and where), just not prohibition.

I took these pictures in seattle. 10 blocks from my condo. Teh "Solstice Parade"... happens every year. Public nudity is legal unless someone makes a formal complaint. so far, no one has complained.
