i'd avoid NO right now. sure, there are several places in the french quarter that have opened but for the most part, the city is still recovering. mardi gras will be shortened to 8 days. most restaurants serve limited menus and always have 45 minute waits. most stores close at 7pm. and most hotels are still booked solid due to people still trying to fix their houses and all the contruction crews.
i personally like destin, fl.
and NO, you can't go from raleigh to NO in less than 12 hours if you want to ever pee or eat. and atlanta can easily slow you down by 1+ hours

^ i've been to Destin a time or two - maybe just to drive through because my grandparents live in the same county. As I recall, Destin has practically been built overnight (i.e. from nothing 10 years ago to a decent city today), so everything is extremely new and basically picture-perfect, like a fake little town. ^^10 hours if you get on 301 in Jacksonville and cut down to Ocala, then get on 75.
if you go to Tampa, go to Ybor and not Channelside if you want to drink. trust me on this, i used to live there. Well, I guess Channelside is better if you have a ton of cash and enjoy hanging with drunk middle aged people...
if you want to chill, go to St. Pete, but never on a Saturday night. Its downright annoying and not as fun as Ybor.
Actually, mid-Feb in Tampa is Gasparilla, which is a Mardi Gras knockoff. Its not as good as Guavaween and basically involves everyone dressing like a pirate and passing out in rich people's yards over in Channelside. Might be amusing for you.

yeah. i rarely go though shreveport - really only when i go visit inlaws near dallas. i live between baton rouge and new orleans. all i know of shreveport is simply that its population has increased somewhat due to evacuees.
