I need to upgrade the memory on a Thinkpad T22 2647. I believe the CL for the original memory is 2. If I buy a second module with a CL of 3, will this still be compatible?

Make sure the CAS latency matches. Otherwise, you'll run and the slower setting.

so if this is for a 700 mhz thinkpad with only 128mb ram, will the latency difference make much difference if it is mainly used for internet, word proc. ect?

The higher latency won't be a significant impact on performance. However, you're more likely to get a RAM stick that works in the CAS latency match.
