2nd in line to be one of the most powerful men in the world is more like it. i think there are other country & cultural leaders that have more sway than DC.

Its very obvious that he shapes the President's foreign policy as well as his energy policy. In a lot of ways, he is pulling the strings and Bush is the puppet.

Honestly, how can you consider Cheney to be a puppet when he rarely speaks publicly and the majority of his work and influence is behind the scenes?

I'm wondering how people are viewing Cheney as a puppet as well; unless they're making Halliburton/oil company references. I'd be surprised if anybody was accusing Cheney of being Kristol's PNAC puppet.
