heh. I always find it funny when folks want pistol permits for private party sales. All you need for a legal private sale is a bill of sale with both your signs and a witness, if you feel nervouse about it get it notorized as well, no reason to go get a permit in order to buy a second hand gun form a non dealer.

ANSWER: Yes. General Statute § 14-402 does not make any exception for the receipt or purchase of a handgun from a private individual as opposed to a firearms dealer.
Therefore, a permit is necessary before the transfer of any handgun.
