I just went there for spring break. It's not too cold, and it didn't rain at all when I was there.
For Chinese, try Suzie's in the village (I want to say it's on Bleecker St.) and for Italian try Il Palazzo on Mulberry St. in Little Italy. Those place both had some of the best food I've ever had.
Times Square was really cheesy/touristy if you're into that.
Besides Central Park (a lot of it is guarded off because it's off-season and theyre re-seeding the lawns), try Washington Square Park or Battery City Park, both of those were cool.
If you want to see a play, they have student rush lotteries where you show your student ID and can buy really good seats around around $30.
