You should list the estimated required skills. I could teach html to a monkey, but more advanced coding skills like php and all that ajax crap is a more rare and therefore expensive skill set. Also, you'll most likely need web graphics as well. Very few people are coders and graphic designers.

The site would need: A message board, a page for information gathering (a viewer can input info and then be sent to one of the site administrators), a members online section, a calendar that can be updated by multiple people and probably a few more things.
