There are rather strict rules about interaction with the opposite sex. I'd look up the Navy regs and the UCMJ for details. I'd say it's true.

technically, yes. fraternization in the armed services is frowned upon, especially between superiors and subordinates. you're definitely not supposed to hug, or display any other p.d.a., while in uniform.

it actually makes alot of sense considering that you're representing something greater than yourself when you don the uniform. you should behave accordingly. it's a simple request, and your friend should have enough discipline to adhere to the regulations which he voluntarily agreed to follow, and if he's reached that point, regulations he has sworn to uphold.

the worst that he should receive in the form of punishment is a verbal rephrimand, or some demerits (if navy rotc does that).

Fraternization usually refers to people who are in charge of people hanging out with the people they're in charge of.
Sorry, I'm tipsy.
Like, when I was in tech school I couldn't hang out with my classmates who were prior service, because they were my supervisors. And we still can't hang out with officers. I mean, if we invite every person in our section and include the officers, then that's all right. But we can't exclusively hang out with them.
I'm sorry if this doesn't make sense.
But for the Air Force, we can hug in uniform for three seconds. No exccessive displays of affection, though.

I can't imagine an officer or NCO having so much free time that they can spend time punishing someone for hugging.

and they weren't in uniform. they had both just gotten their orders and they're about to leave base. apparently this was a congratulatory hug.

it seems strange that some officer would be walking around after midnight calling drunk kids out for just hugging each other.

i doubt hes in huge trouble...i kiss my fiance everyday when he gets off work still in uniform...all they would ever say is "dont do that"

but they are strict about uniform stuff...like you cant walk and talk on your phone at the same time nor can you go anywhere off base still in uniform

Well, I can't speak for the Mississippi Navy, but for what it's worth...

Based on what you've said, I'm assuming a couple of things

1) I assume they were on base and probably in the barracks since they got caught. Male and female barracks are segregated and p.d.a. in common areas is verboten whether you're in uniform or not.

2) I also assume that it's a training command and that your friend was a student. Training commands are usually sticklers for the rules. Most of the students are relatively new to the navy, they're young, they have paychecks, and they're prone to getting involved in stupid shit. As a result, they're kept on a tight leash.

3) And it's not unusual at all for an officer, chief or someone else in charge to be out wandering around after midnight. Anywhere you go, someone is pretty much always on watch or on duty. Part of that is going to involve them making tours of whatever area they're responsible for. And if it's a Friday, day of a graduation, and a payday, whoever's on watch will probably be a little more alert than usual.

4) I hope that neither he nor her were drinking underage. That's been a big deal for several years: too many sailors have killed themselves being stupid while drunk.

But yeah, he's probably in for nothing more than some NJP. Though it could suck if he's on somebody's shit list and this is the 'straw that broke the camels back.'

I don't know if/where it says you can't hug and, to be honest, I doubt that there is anything that specific. However,

Hugging and kissing a spouse while in uniform would be fine, provided that the circumstance was appropriate and that the hugs and kisses were modest (for lack of a better word). For two people in uniform, hugging might be acceptable, depending on the circumstances. Kissing is a no-no.

And of course, there's everyone's favorite UCMJ article:

I do know that when my cousin enlisted in the Army, he had a week in a camp in Texas where his wife could come. However, on the day she hadta leave while he remained, they were not allowed to hug or verbally exchange words of affection while he was outside in his uniform. Any touching and/or exchanging "lovey" words hadta be done in their private cabin before she exited to leave.

This was just ~5 months ago too.

You could stretch the UCMJ to cover that, but it would really be a stretch. Not to mention, I know I personally wouldn't even waste the time to do the paperwork on that one. (Because, let's face it, many times it's more of a hassle for the person to write the Article 15 than it is for the person who is actually being punished)

If someone wanted to pursue it, I don't think the UCMJ would be a stretch at all, especially since there's a Navy reguluation about being professional (a word open to broad interpretation) and there may be more restrictive guidelines in their local SORM.
